GEPCO Unit Rates & Tariff Guide 2026
Residential Tariffs (Single Phase, Unprotected)
For standard domestic users, NEPRA sets prices in escalating "slabs". The more units you consume, the higher the rate you pay per unit. Approximate base rates (excluding taxes):
- 1 to 100 units: Rs. 22.44 per unit
- 101 to 200 units: Rs. 28.91 per unit
- 201 to 300 units: Rs. 33.10 per unit
- 301 to 400 units: Rs. 37.99 per unit plus fixed charge
- 401 to 500 units: Rs. 40.20 per unit plus fixed charge
- 501 to 600 units: Rs. 41.62 per unit plus fixed charge
- 601 to 700 units: Rs. 42.76 per unit plus fixed charge
- Above 700 units: Rs. 47.69 per unit plus fixed charge
*Base rates shown are for residential unprotected consumers. Protected/lifeline consumers, TOU meters, and monthly FCA/QTA adjustments are billed differently. Learn the difference between protected and unprotected consumers.
Read the 2026 GEPCO tariff update guideResidential Time Of Use (3-Phase Peak / Off-Peak)
If you have a sanctioned load above 5kW (a 3-Phase meter), you are billed on a Time of Use (TOU) basis rather than standard slabs. This penalizes usage during high-demand evening hours.
- Peak Hours: Rs. 46.85 per unit.
- Off-Peak Hours: Rs. 40.53 per unit.
Commercial Connections
Commercial rates for shops and businesses do not follow residential slabs. A-2 commercial consumers under 5kW are billed at Rs. 37.44 per unit plus fixed charges, while larger or TOU commercial connections use different rates.
Understanding Taxes & Surcharges
The base rates alone do not equal your final bill. Bills may include 18% General Sales Tax (GST), monthly Fuel Charges Adjustment (FCA/FPA), quarterly tariff adjustment, electricity duty, financing surcharge, fixed charges, arrears, and TV fee where applicable. The exact amount changes by month and consumer category.

Every Charge on Your GEPCO Bill - Explained
Every month, people stare at their GEPCO bill wondering where all these numbers are coming from. Here is a plain-language breakdown of every single charge - verified against an actual GEPCO bill.
Cost of Electricity
This is the main part of your bill - your units consumed multiplied by the government-set tariff rate. For standard single-phase residential connections, NEPRA uses a slab system where the rate goes up as consumption increases. The calculation is printed on your bill as GOP Tariff x Units. On a sample bill: Rs. 28.91 x 151 units = Rs. 4,365. The word "GOP" here stands for Government of Pakistan - this is the officially notified tariff rate.
Meter Rent / Fixed Charges
Some GEPCO bills include fixed or meter-related charges depending on tariff category, load, and consumption slab. Under the current residential unprotected schedule, fixed charges apply from higher monthly consumption slabs, while commercial and TOU categories have their own fixed-charge rules.
Fuel Price Adjustment (FPA)
This is the one that confuses - and frustrates - people the most. FPA reflects the real cost of fuel used to generate electricity that month. NEPRA recalculates it every single month, and it can go up or down. When your bill says Fuel Price Adjustment for Jan-26 @ Rs. 1.6274/KWH, it means Rs. 1.63 extra is being charged per unit just for fuel. One thing many people miss: FPA is also taxed separately - GST and Electricity Duty are both applied on the FPA amount, which is why you see a "Total Taxes on FPA" line on your bill in addition to the FPA itself. Read our full breakdown of GEPCO unit prices and taxes
Finance Cost (F.C.) Surcharge
Pakistan's power sector carries a lot of debt - loans taken to build and run power plants. The Finance Cost Surcharge is the portion of that debt repayment cost passed directly to consumers. It is calculated as a percentage of your base electricity charges and can be a surprisingly large number. On a sample bill with a Rs. 4,365 electricity cost, the FC Surcharge came to Rs. 487 - that is over 11% added on top of the base charge alone.
QTR Tariff Adjustment / DMC
Two charges that usually appear together on the same line. The Quarterly Tariff Adjustment reconciles the difference between what NEPRA approved and what electricity actually cost to generate that quarter - if costs were higher, you pay the gap. The Distribution Margin Charge (DMC) is GEPCO's own fee for building and maintaining the network of lines, transformers, and poles that bring electricity to your street. On the sample bill, both together came to Rs. 51.91.
Electricity Duty
A provincial government tax, set at 1.5% of your cost of electricity - you can find this rate in the "ED@" field in the header of your bill. On a Rs. 4,365 electricity cost, 1.5% works out to Rs. 66. It is also applied separately on the FPA component, which is why you see "ED on FPA" as its own line in the government charges section. On the sample bill, that came to Rs. 2.73.
GST (General Sales Tax)
The federal government's 18% General Sales Tax, applied on your total electricity charges. On a sample bill with Rs. 5,386 in GEPCO charges, the GST came to Rs. 949. There is no way around this - it is applied across all consumer categories. Also note that GST is charged separately on the FPA component as well (shown as "GST on FPA"), which on the sample bill added another Rs. 34 on top.
TV Fee
A government levy, commonly around Rs. 35-36 per month on many residential bills, collected by electricity distribution companies on behalf of PTV (Pakistan Television Corporation). Some consumer categories or bills may show Rs. 0 if an exemption or different rule applies.
Late Payment (L.P.) Surcharge
If you miss the Due Date on your bill, a Late Payment Surcharge kicks in - and it is structured in two tiers. On a sample bill: Rs. 10 if paid by 10-Apr-26, rising to Rs. 20 if paid after that date. The exact amounts and cutoff dates are always printed clearly on your bill. It is a small charge on its own, but unnecessary. Pay on time and you save it completely.
Arrear / Age
Any balance carried over from previous months. The format is Amount / Months - for example, "6235/9" means Rs. 6,235 has been outstanding for 9 months. A negative arrear (shown as -6235 on the sample bill) is actually good news - it means you have a credit from overpaying in a past month, which gets deducted from the current bill. This is why a consumer with a Rs. 6,220 current bill can end up paying just Rs. 204 after the credit is applied.
Subsidies
If you fall under the Protected or Lifeline tariff category, the government may apply a lower rate or subsidy that reduces your payable amount. Protected residential slabs include low-consumption categories up to 200 units, subject to the official eligibility rules and consumption history. See our protected vs unprotected consumer guide.
Pro-Rata Billing
Sometimes your bill says "Pro-Rata Consumption" in the meter status column. This means the meter reading was taken in the middle of the month rather than at the end - so the units billed are for a partial period only. Any units not yet billed get carried forward as "Outstanding Units" and will appear on the next month's bill. It is not an error - it is just how GEPCO handles readings taken on non-standard dates.
